Third-country deployment A third-country deployment is when a member on a long-term administrative or exchange posting overseas is deployed with host country forces to an operational area.

This table identifies the approval process for sending a member on a third-country deployment.

Approval process
Stage Who Description
1. Relevant Head of Australian Defence Staff/Defence Attache Liaises with Headquarters Joint Operations Command.
2. Headquarters Joint Operations Command Forwards a submission to, Commander Joint Operations, CDF or the Minister for Defence.
3. Commander Joint Operations, CDF or Minister for Defence Approves or declines submission.
4. Headquarters Joint Operations Command If approved, issues approval to the relevant Head of Australian Defence Staff/Defence Attaché detailing:
  • the operation to which members are assigned
  • location
  • start and end dates
  • the nature of service. This will determine the conditions of service package.

Conditions of service

Guidance

A member deploying with host country forces is eligible for Australian conditions of service at the time of deployment. This table identifies how the conditions of service are determined.

was or is a direct ADF involvement in the same operational area the member is eligible for ADF conditions of service.
has been no direct ADF involvement a specific conditions of service package will need to be determined.

Records of involvement

Guidance

Accurate records of the members' involvement must be maintained by the relevant Head of Australian Defence Staff/Defence Attaché. They are to provide details to:

  1. Headquarters Joint Operations Command; and

  2. Deputy Commander Joint Operations; and

  3. Defence Force Pay Accounting Centre.

Additional leave entitlements

Guidance

Any additional leave entitlements applying to an exchange member on a third-country deployment will, where possible, be equal to those provided by the host country.

Accompanied member

Guidance

If the member maintains a residence in the host country, then the conditions of service for the accompanied member stay the same.

Note: The Directorate of Military Personnel Policy publishes details for each deployment through a Defence message (signal).

Unaccompanied member

Guidance
  1. Conditions of service and benefits received for an unaccompanied member may cease when deployed outside of the host country.

  2. Defence administrative staff at the appropriate Embassy or High Commission determine whether allowances and accommodation are to be maintained.
