Subdivision 1: General provisions
15.5.28 Person this Division applies to
The travel benefit for emergency and non-emergency health care in another location is not available to persons undertaking private travel outside the posting country, or where the requirement for health care has resulted from participation in a dangerous recreational activity. The ADF member, APS employee and their dependants are encouraged to purchase insurance for any private or unofficial travel outside the posting country or for participation in dangerous recreational activities.
ADF members, APS employees and dependants requiring emergency or non-emergency health travel during official travel outside of the posting location, such as reunion travel and assisted leave travel may be covered by Defence’s Travel Outside Country Policy for the journey and are encouraged to purchase insurance for travel while in the ALT or reunion travel location. They are not eligible for health costs under Part 5 of Chapter 15 when on official travel.
The travel benefit for emergency and non-emergency health care in another location may be provided for children approved under section 15.6.18 to attend boarding school in another overseas location that is not the posting location.
Health costs incurred in Australia are the person’s personal responsibility, with relevant assistance from Medicare and/or private health insurance.
Health costs incurred in another overseas location must be approved prior to the service being delivered.
Ambulance costs within the posting location are reimbursable under section 15.5.25.
No travel under this Division includes a rest period.

A person isn’t eligible for the costs of transportation, car hire costs or parking charges at the posting location or treatment location.

Written information from a doctor or dentist certifying that specialist treatment is necessary, cannot be provided within 100 km’s of the person’s overseas residence or within the posting location and cannot be delayed, will assist the delegate in their decision.

Subdivision 3: Travel benefits to Australia - childbirth
15.5.38 Childbirth travel costs - pregnant person and infant
The minimum time the infant must remain in Australia post birth is six weeks to allow for routine vaccinations, however, additional vaccinations for the posting location may be required and extend this timeframe. Both mother and infant are required to be medically cleared before they return to the overseas posting location.
It is the infant’s parents’ responsibility to arrange the following for the infant:

Medical clearances and vaccinations.

The infant’s birth certificate.

Adding the infant as a dependant for the purposes of conditions of service (including health costs).
- Applying for an Australian passport and visa for the infant.
Requests to extend time in Australia for administrative purposes, such as obtaining passports and visas, or a wish to remain at the location for personal reasons will not be supported by Defence and accommodation and meal benefits will be ceased for the extended period.
15.3.39 Childbirth travel costs - partner and children of the person
If there are extenuating circumstances that require a partner and children to travel with the pregnant person, a delegate may consider approval in accordance with subdivision 1.
